Rolling Stock Solutions has built its business on a straightforward premise: commuter rail agencies deserve access to reliable locomotive power without the long lead times and capital commitments that typically come with fleet procurement. Getting that right requires people who understand railroading from the ground up.
RSS hired James Yung as Locomotive Services Manager with that standard in mind.
James brings more than two decades of railroad industry experience spanning both passenger and freight operations. His background covers the full scope of what it takes to keep locomotives running and programs on track: project delivery, technical oversight, materials management, regulatory compliance, and hands-on leadership of craft and technical teams. He has managed large-scale locomotive programs for some of the most recognized names in the industry, delivering complex projects on time and, in several cases, ahead of schedule.
At RSS, James is the operational backbone of the company's leasing program. He leads fleet integration work as locomotives enter customer service, managing the details that determine whether a lease goes smoothly. As RSS continues to grow its leasing operations and deepen relationships with commuter rail agencies across the country, that role becomes more critical with each new agreement.
We are thrilled to welcome James to the RSS team—his addition puts experienced hands on the work that keeps fleets moving and customer relationships strong.
RSS is gaining industry attention with its rebuilt F40PH program, delivering like-new locomotives with modern performance, lower emissions, and a 20-year lifecycle.
RSS CEO Phil Puccia recently spoke at the New England Railroad Club’s Annual Purchasing Night Dinner, sharing how flexible leasing helps agencies meet urgent power needs without long procurement timelines.
RSS is excited to share that locomotive RSTX 1002 is close to completing its commissioning testing for passenger service.
